The important thing to note here is that it’s not a plan so much as a tendency for when incompetent people get in power.
All the structures of our Government are in such a way as to make wars of regional conquest the easy choice for anyone in leadership. It’s the machine Bush & Son built, and Obama fine tuned. But this administration is too stupid to just sit in the drivers chair and accept the structural limits that allow the status quo to keep chugging along. They run into experienced technocrats who tell them, “no, things start breaking if you push this too far here here and here, scale back and do this instead” and they throw a fit.

Trump does not believe in expertise or data-driven science. He believes he knows better about everything than anyone else.
Curiously, he’s not entirely unique in this problem. One of the complaints about George W. Bush is that he was more impressed with arguments made with emphasis and drama than arguments backed by logic and data.
This is a specific grievance from Paul Krugman, that politicians often listen to well-dressed emphatic lobbyists than they do nerdy economists. Even Nobel laureates.
(This is one reason future civilizations might choose elections by sortition – by lottery – than by popular election. That would make the career of professional politician nonexistent, and much improve our chances of electing people who listen to experts. Such a system would have to be refined and include checks and balances, but this is true for any other system as well.)

Voters get to pick their own constituencies. Instead of voting based on where you live, you can choose your own ‘borough.’ You can pick ‘Farmer’ or ‘Gun Owner’ or ‘Soccer Mom’ or '‘Artist’ or ‘LGBTQ+’ or ‘Renter.’
Competence is not so important, what is crucial is where they will stand during a coup.
It could be their plan, but I feel like it won’t work. You need some people capable of leading the soldiers in place who agree with you. If you don’t, at best you get chaos, but more likely you end up with them turning on you since there are even fewer people they need to get through to get to the top.
