Not near me. I can’t speak to the entire US, but everywhere I’ve been, it’s horrible. In Germany they have a green wave, where all of the lights are green if you go the speed limit. I have only encountered this twice within 200 miles of where I live.
I don’t see the green waves near my home either, I live in the Netherlands. I know we have some, but most intersections aren’t like that over here. They do have sensors to sense traffic but aren’t connected to other intersections to make a so called green wave.
