For anything. Including occupation. Just build a dozen or two factories, give people a well paid job and you will become the best friend. Especially if you start before Crimea when most Ukrainians had neutral or even positive thoughts about Russia.

It’s not the people who are waging war, so jobs are irrelevant in this context. It’s Putin with Ukraine and Trump with Iran.I mean like Belarus. Just buy the government and some percentage of people. Works like a charm and is much cheaper than war.
