Isn’t that what the national guard is supposed to be? I’m not sure but either way they would never allow a well regulated molitia to operate without their leadership.
Its important to keep in mind what a well regulated militia ment within the context of when it was originally written, basically it means a gun club that strictly enforces internal rules.
