After losing their initial landing party to hooded people using a strange weapon that renders Lieutenant Sulu a mindless automaton, Captain Kirk beams down to a primitive planet where people are completely docile and speak of joy… until they become mad with rage and passion at the stroke of a clock. Kirk’s party seeks shelter in a building run by three men. One of them seems to be less comfortable about what is going on and simply says it is all the will of Landru.

The Lower Decks episode featuring Landru hints pretty strongly at what festival is. 😎 I think it was s02e01? Or end of season 1, can’t remember at the moment. But in the interest of no spoilers I will say no more.
