I think it’d be cool to design a virtual city with easy bike/pedestrian access to nearby shops, schools and other amenities while minimizing car dependency (as therefore the pollution, noise, parking issues and noise that come with it).
Do you know any good city builder games for this?
Cities Skylines 2 sounds like it will be better in that respect. They have mixed used buildings and a better road system for adding bus lanes, trams, etc. Won’t be perfect but better than the first game

Through many of CS1 DLCs they slowly added more pedestrian/car free infrastructure. City Planner Plays on Youtube has a few detailed videos on the various DLCs and what they add. He also has a few videos on mods to make the CS1 experience more user friendly.
You can get very close with C:S mods, for example road builder will let you design roads with pretty much any lane configuration you want including bike and pedestrian areas. I’m a very anti-car person and I love C:S because it lets me build a city the way I wish my hometown was. You just have to tweak the game a bit to get away from the car-centric starting progression.

I don’t have a complete list right now unfortunately, but here are some off the top of my head, all on the steam workshop:
- Traffic Manager President Edition: set speed limits, restrict vehicle access and manage traffic priority
- Road Builder: create your own road assets from scratch with highly configurable car & bike lane layouts
- Transfer Manager: control the flow and active area of service and delivery vehicles
- Intersection Marking Tool: allows you to paint intersections to get continuous bike paths, shark teeth indicating yielding, etc
Also, I highly recommend the Plazas & Promenades DLC. It adds native support for pedestrian-only areas that only need service points at their outer border for deliveries and services. I’ve had quite a lot of success just making large parts of the city pedestrian zones and guiding delivery vehicles through a few central arteries with service points. If you combine this with the mods from above you can get a city with a modal split rivaling the Dutch.
Thanks for sharing! I’ve seen some bike path implementations that require the After Dark DLC, but it looks like Road Builder doesn’t. Nice.
Also something pretty much mandatory imo: network extensions 2. This mod adds a ton of new roads including some pedestrian zonable streets. Also highly recommended: realistic population. With this mod the tallest buildings will have space of up to 100 households or so which makes it easier to build cities without car dependency.
And finally, something that always bothered me a bit is that in the beginning of the game, all new cims arrive by car, which makes my city car-dependant from the beginning. Well the island of Saint Martin has absolutely zero infrastructure, so you can have all your cims arriving by ferry or plane. Note that the airport and dock isn’t unlocked until much later in the game, meaning you need to play with the “all milestones unlocked” mod in this map.

There is a create on the workshop called Urbanist that has great Street options. There are a couple pedestrian and shared street options
Workers and Resources: Soviet Republic. It doesn’t have bike lanes but you can set a fully pedestrianised city, as emergency vehicles can use footpaths if needed. It also has trains, trams, buses and trolleybuses. Also helicopters, which are cool but impractical most of the time. The public transport line management is pretty in depth too, you can have pick up only spots, spots specific for workers or students, drop off only, or a bunch of other parameters. It’s really good.
It also has resource management, but the difficulty settings are really granular so you can adjust it to however you like.
I just wish it ran properly in a window, I can’t use it on my single big monitor

The city simulation side is much weaker but there’s Cities in Motion 2. Doesn’t have bike lanes but it provides and interest traffic simulation where you can expand public transit and pedestrian access.
