There’s precedent for doing this internationally. For example, Belgium pays the Netherlands to house some of their prisoners instead of building new prisons because the Netherlands has spare capacity and it’s easier than building new prisons.
I doubt that this sort of thing is what Trump has in mind though.
I’ll happily take a spot in a Nordic prison.
