Level 2 Charging Station access control

Hello everyone,

I would like to install a Level 2 charging station at at an non profit organisation. (for as cheap as possible) I would like to be able to control access to the station, encourage people not to leave their vehicle for too long and maybe charge back …

I am open to all your suggestions. Which solution would you recommend to me?
