India supplied at least 2,596 shipments of weapons, ammunition, parts and components to 'Israel' between 7 October 2023 and 30 November 2025, according to a detailed investigation by Amnesty International. The report, titled "Made in India: The Supply of Weapons and Ammunition to Israel" and published on July 30, draws on shipment-level trade data. Investigators identified the transfers under international Harmonized System codes covering arms, ammunition, parts and accessories, as well as armoured and tracked vehicles. They used a conservative methodology, excluding items that could have civilian uses, dual-use small-arms components, and equipment linked to anti-missile defence systems. The shipments included machine-gun components, 155mm high-explosive artillery shells supplied to Elbit Systems, explosive warheads for SkyStriker loitering munitions similar to those recovered in Khan Younis, and armoured-vehicle parts destined for major 'Israeli' military suppliers. In total, Indian companies provided at least 390,516 small-arms parts for military-grade weapons, 564,970 parts of explosive ordnance such as drone warheads and artillery shell casings, and 298 military-vehicle components. Among the Indian firms named are PLR Systems (a joint venture between Adani Defence & Aerospace and Israel Weapon Industries), Indo MIM, Kalyani Systems (a Bharat Forge subsidiary), the state-owned Munitions India Limited, and Alpha Elsec Defence & Aerospace Systems (a joint venture involving Elbit Systems). Recipients on the 'Israeli' side include Elbit Systems, Rafael Advanced Defense Systems and Israel Aerospace Industries. Amnesty International Secretary General Agnès Callamard said: "Our research reveals India's continuing support to the Israeli military and defence sector despite the genocide in Gaza, which has been broadcast worldwide on an almost daily basis for years." "India manufactures and supplies arms transferred to Israel through its ownership and control over key supplier companies," she added. She said that Indian authorities "cannot credibly argue that they did not know that continuing to authorize and facilitate arms transfers to Israel carries a substantial risk of contributing to serious violations of international law." Callamard further stated: "While the Israeli military was inflicting widespread death, destruction and suffering on Palestinians in Gaza, Indian companies continued to profit by supplying components and munitions destined for Israel's defence sector." The organisation called on India to halt all such exports immediately and to ensure companies under its jurisdiction do not contribute to crimes under international law. It also urged India to accede to the Arms Trade Treaty. Amnesty wrote to the Indian government and the nine companies involved in June and July but received no responses by the time of publication. The findings come against the backdrop of deepening India-'Israel' defence ties under Prime Ministers Narendra Modi and Benjamin Netanyahu, including joint ventures and India's position as a major buyer of 'Israeli' systems.
