Broken cable in networking box - unsure how to fix (UK) - eviltoast

One of the kids has accidentally snapped this cable bringing the WiFi down.

Could somebody tell me:

  1. What this cable is
  2. Who do I get to fix it? An electrician or is this beyond that?
