Sounds like a long wait to me. As usual, the technology will vastly outpace the law, doubly so when such pilot programs are being trailed over several year. The time for that was a decade ago.

This slow march to regulate e-bikes is almost as annoying as New Jersey’s overzealous whack-a-mole style of law making.
