Saying “twelve thirty two” just rolls off the tongue easier than “zero thirty two” or “o thirty two”. Not to mention zero is a much later invention than the sexagesimal system. Also here’s a clock with zero on it.

It does. 0-11 and 1-12 contain the same (12) amount of hours. Saying “twelve thirty two” just rolls off the tongue easier than “zero thirty two” or “o thirty two”.
