I went hiking around a glacier a couple years ago and there they just banned private cars in addition to it being almost impossible to get one up there. There were electric mini busses and shuttles for all residents and visitors. All technical workers (like plumbers and gardeners) had their own or shared versions of these shuttles with little trailers on them to carry tools.
